Microtrack Ranks Kenya’s Best-Performing Cabinet Secretaries

As Kenya reaches the midpoint of the year, a nationwide survey conducted by Microtrack Africa has offered fresh insight into how citizens view the performance of Cabinet Secretaries in President William Ruto’s administration.

The survey, conducted over the past two months across different regions of the country, asked Kenyans to identify Cabinet Secretaries they believe have performed best in their respective ministries. While respondents acknowledged that significant challenges remain, many said they have observed notable progress in key sectors of government.

Davis Chirchir Emerges Top Performer

Leading the rankings was Roads and Transport Cabinet Secretary Davis Chirchir, who received 29.2 percent support from respondents.

Despite maintaining a relatively low public profile, Chirchir was widely described by respondents as one of the administration’s most effective and dependable leaders. Many cited his technical expertise, extensive government experience, and leadership in major infrastructure projects as key reasons for his strong rating.

Supporters pointed to his long public service record, which spans telecommunications, electoral management, energy, and transport. Respondents also credited him with overseeing transformative road projects expected to improve connectivity, boost trade, and enhance economic growth across the country.

Many interviewees described Chirchir as a key figure behind the scenes, noting that his broad understanding of government operations has contributed significantly to the implementation of national priorities.

Rebecca Miano Ranked Second

Tourism and Wildlife Cabinet Secretary Rebecca Miano emerged second with 26.6 percent support.

Respondents praised Miano’s visibility, leadership record, and ability to manage multiple government portfolios successfully. Before joining Cabinet, Miano made history as the first woman to serve as Chief Executive Officer of KenGen, where she helped expand electricity generation capacity and strengthen renewable energy initiatives.

Since assuming leadership of the Tourism and Wildlife docket, respondents said she has played an active role in promoting Kenya as a global tourism destination while supporting efforts to diversify tourism products and attract investment into the sector.

Many also cited her advocacy for women in leadership and her contributions to trade and industry as factors that continue to strengthen her public standing.

Alice Wahome Recognized for Housing Programme

Housing Cabinet Secretary Alice Wahome ranked third with 18 percent support.

Respondents largely attributed her rating to her leadership of the Affordable Housing Programme, one of the government’s flagship initiatives.

Many participants said the programme has contributed to job creation within the construction sector while providing opportunities for thousands of young people. Others pointed to growing public interest in affordable housing units as evidence of strong demand for the initiative.

Wahome’s experience as a former Member of Parliament was also cited as a factor contributing to confidence in her ability to manage the housing docket.

Salim Mvurya Earns Recognition for Sports and Youth Development

Sports Cabinet Secretary Salim Mvurya received 14 percent support from respondents.

Kenyans who participated in the survey highlighted the successful hosting of major sporting events, including the 2025 African Nations Championship (CHAN), as one of the ministry’s notable achievements.

Respondents also praised investments in sports infrastructure, including stadium upgrades and the development of sports academies aimed at nurturing talent across the country.

Beyond sports, Mvurya received positive feedback for initiatives focused on youth empowerment, skills development, entrepreneurship, and support for the creative economy.

Hassan Joho Praised for Mining Sector Reforms

Mining Cabinet Secretary Hassan Joho rounded out the top five with 12.2 percent support.

Respondents cited efforts to strengthen governance, improve compliance, and enhance transparency within the mining sector as key achievements.

Many also welcomed initiatives designed to support artisanal miners and ensure local communities benefit more directly from mineral resources through training, participation, and revenue-sharing mechanisms.

Supporters said Joho has successfully positioned mining as a strategic sector with the potential to contribute significantly to Kenya’s long-term economic growth and job creation.

Cabinet Secretaries Kenyans Believe Need Improvement

While the survey highlighted several high-performing Cabinet Secretaries, respondents also identified ministries where they believe greater progress is needed before the next General Election.

Those most frequently mentioned as needing improvement included:

  2. Beatrice Askul Moe
  3. Julius Migos
  4. Wycliffe Oparanya
  5. Alfred Mutua

According to the Microtrack Africa survey, many Kenyans believe several Cabinet Secretaries have demonstrated strong leadership and delivered measurable progress in their respective sectors during the first half of the year.

At the same time, respondents emphasized that significant challenges remain and expressed hope that government leaders will continue working to improve service delivery, strengthen economic opportunities, and address citizens’ concerns before the next election cycle.

The findings suggest that while public opinion remains mixed on the overall performance of government, Kenyans continue to closely monitor the effectiveness of individual Cabinet Secretaries and their impact on national development.
